It would appear that all remains intact down there, the pitch is still being maintained and used for training, the bar and Social Club is still open for use - so why the urgency to move matches up to Plainmoor?

Indeed mate. Like all clubs (even up to Premier League level) with a rich owner/benefactor, they run the risk of demise if/when he/she decides not to play any more. I well recall the grand plans they had when he took over (which about coincided with our 1-0 defeat up there in a dead rubber, which I watched with a pal of mine whose lad was playing for them then, and was already predicting it could go pear-shaped...) but they haven't made the progress which was then envisaged, so I'm not surprised to see he's standing down...

Yep, he thought they would be in the football league now...got bored with it as it has cost him a small fortune!!!
I believe his Dallas business can’t sustain the outlay anymore
